John Capasso

Mr. Capasso is a Partner in CapCare, Inc and CapCare Re, providing a layer of medical stop loss insurance to mid-market companies that self-fund their employee benefits. In addition, he is a Principal of CapCare, LLC, a managing general agent that provides marketing and support services to the CapCare program.

John has been involved in the healthcare field throughout his career. Most notably, he was part of a group that raised capital and purchased a large privately-held preferred provider organization in which he served as a managing Principal. He currently belongs to several industry associations including CICA and SIIA – where he is a member of the Captive and ERM Committees.

Mr. Capasso also serves as President and CEO of Captive Planning Associates, a firm he founded that specializes in the design, formation, and management of captive insurance companies, with more than a decade experience in workers’ compensation, enterprise risks, and employee benefits.

Debra Gaglioti

Debra Gaglioti is a Partner in CapCare, Inc and CapCare Re. She is also a principal of CapCare, LLC, a managing general agent that provides marketing and support services to the CapCare program. Debra Gaglioti is also Senior Vice President and Chief Operating Officer at Captive Planning Associates, where she is responsible for all aspects of client reporting, communication, and regulatory filings.

Debra is a member of CICA and SIIA and serves on committees for state captive insurance associations.

Kevin Kelleher

For over 37 years, Mr. Kelleher has been serving the health insurance and financial benefit needs of regional businesses. As a lifelong insurance professional, he has worked in almost all industry situations, from the largest of corporations to owning of his own company, which makes him uniquely qualified to appreciate and understand the challenges facing today’s business owners when it comes to providing generous and affordable employee benefits.

Kevin Kelleher is a Principal in CapCare, LLC, a managing general agent that provides marketing and support services to the CapCare Re – a medical stop loss captive insurance company that provides a layer of medical stop loss insurance to mid-market companies that self-fund their employee benefits.

William Megna

William Megna serves as special counsel to CapCare, Inc. on matters that include captive structuring, legal support and compliance with the Employment Retirement Income Security Act (ERISA) and the Patient Protection and Accountable Care Act (PPACA).

Mr. Megna is a member of the Bar since 1985. His law firm, The Megna Law Firm, specializes in representing insurance and other regulated financial institutions. Its expertise spans the entire spectrum of insurance products and services including property and casualty, life and health, reinsurance, surplus lines and captives. The Firm has represented clients in forming and licensing insurers and producers, seeking approval of rates and forms as well as enforcement matters.
